<p>GRANBURY, Texas &#8211; Habitat for Humanity spent years in a North Texas subdivision, helping build many of the 110 homes in the low-income area. But its work was largely undone during an outbreak of 16 tornadoes Wednesday night that killed six people and injured dozens.</p>
<p>On Thursday, authorities combed through debris in Granbury, while residents awaited the chance to see what was left of their homes. Witnesses described the two badly hit neighbourhoods as unrecognizable, with homes ripped from foundations and others merely rubble.</p>
<p>Granbury, about 40 miles southwest of Fort Worth, bore the brunt of the damage. The National Weather Service&#8217;s preliminary estimate was that tornado had wind speeds between 166 and 200 mph. Other tornadoes spawned from the violent spring storm damaged nearby Cleburne and Millsap.</p>
<p>&#8220;I tell you, it has just broken my heart,&#8221; said Habitat for Humanity volunteer Elsie Tallant, who helped serve lunch every weekend to those building the homes in a Granbury neighbourhood and those poised to become homeowners.</p>
<p>Hood County Commissioner Steve Berry said Thursday he couldn&#8217;t tell one street from another in Granbury&#8217;s Rancho Brazos Estates neighbourhood because of the destruction. Half of one home was torn away while the other half was still standing, glasses and vases intact on shelves. Trees and debris were scattered across yards, and fences were flattened. Sheet metal could be seen hanging from utility wires.</p>
<p>The weather service said the preliminary storm estimate for the Granbury tornado was an EF-4, based on the Fujita tornado damage scale. An EF-5 is the most severe.</p>
<p>Of the homes in the Rancho Brazos Estates, 61 of them were built by Habitat for Humanity, according to Gage Yeager, executive director of Trinity Habitat for Humanity in Fort Worth. He said most of those homes were damaged, including at least a dozen that were destroyed.</p>
<p>Raul Rodriguez was among the lucky few: His Habitat for Humanity home was still standing. The 42-year-old mechanic rode the storm out in a closet with his wife and three children. They heard the windows shattering outside but realized their fortune when they emerged to see a heartbreaking scene.</p>
<p>&#8220;Injured people, bloody people, started coming to our house, asking us to call 911,&#8221; said Rodriguez, who has lived in the neighbourhood for more than two years. He assessed his own home, finding only shattered windows, lost roof shingles and a collapsed garage.</p>
<p>&#8220;My neighbours to the right, they lost everything,&#8221; he said.</p>
<p>Habitat for Humanity homes, built for low-income buyers using volunteer labour and donations, are financed with affordable loans. The non-profit selects homeowners based on their level of need, willingness to become partners in the program and ability to repay their loan. Homeowners invest their own time into building the homes as well.</p>
<p>Habitat for Humanity volunteer Bill Jackson said the damaged or destroyed homes were insured and can be rebuilt. But that doesn&#8217;t alleviate Tallant&#8217;s pain. She&#8217;d gotten to know the people who had waited for years to become homeowners.</p>
<p>&#8220;We were going to dedicate a house this weekend, and her home was destroyed,&#8221; she said.</p>
<p>Hood County Sheriff Roger Deeds said Thursday afternoon that two of the dead were women and four of them men; one man and one woman in their 80s.</p>
<p>&#8220;Some were found in houses. Some were found around houses,&#8221; Deeds said. Six or seven people have not been accounted for, he said at a news conference.</p>
<p>&#8220;I&#8217;m very confident we&#8217;ll find those people alive and well,&#8221; Deeds said, adding 37 injured people were treated at hospitals. &#8220;We&#8217;re going to keep looking. We&#8217;re not going to give up until every piece of debris is turned over.&#8221;</p>
<p>Harold Brooks, a meteorologist at the weather service&#8217;s severe storm lab in Norman, Okla., said May 15 is the latest into the month that the U.S. has had to wait for its first significant tornadoes of the year. Brooks said he would expect 2013 to be one of the least lethal tornado years since the agency started keeping records in 1954.</p>
<p>Earlier Thursday, about 20,000 homes and businesses in the region were without power. By the evening, it had dropped to nearly 3,500 homes and businesses.</p>
<p>Another tornado cut a mile-wide path through Cleburne on Wednesday, storm spotters told the National Weather Service. The weather service said it was estimated as an EF-3, which has winds between 136 mph and 165 mph.</p>
<p>Cleburne Mayor Scott Cain said Thursday morning that no one was killed or seriously hurt in the city of about 30,000 some 25 miles southeast of Granbury. Nine people suffered minor injuries, and upward of 150 homes were damaged and another 50 were destroyed.</p>
<p>Cleburne resident Derrek Grisham, 26, said he ran to his mother&#8217;s home to check on her and his 10-year-old son, who was staying with her.</p>
<p>&#8220;I had to kick in the front door to get them out,&#8221; he said, explaining the two had taken shelter in a bathtub.</p>
<p>On Thursday, he went through his mother&#8217;s damaged home, salvaging items before the home is likely torn down. The roof had been ripped off and he said her belongings were a jumbled mass, but crosses had stayed in place on the living room wall.</p>

<p title="2013-05-16t03:19:31z"><strong>CLEBURNE</strong> –– Survivors said they could feel the pressure change, their ears pop and walls begin to move in and out before they ever heard the tornado that touched down in the southwestern corner of the city.</p>

&#8220;When my ears started popping, when I started feeling the pressure, I knew it was time to go ahead and get in the closet,&#8221; said Roy Holland, a Cleburne resident.</p>
<p>During an afternoon news conference, Mayor Scott Cain said three tornadoes ripped off roofs from homes, overturned vehicles, sucked out metal garage doors, snapped trees and sent residents in the Winchester subdivision scrambling into interior bathrooms and closets at about 9:30 p.m. on Wednesday.</p>
<p>On Thursday afternoon, the National Weather Service said preliminary results show that the tornadoes were rated EF-3, which meant they brought winds between 136 to 165 miles per hour to this town roughly 30 miles southwest of Fort Worth.</p>
<p>&#8220;I was actually standing outside on my front porch and watched the tornado come across,&#8221; said Robert Barnett, another resident. &#8220;I&#8217;ve seen tornadoes before, I&#8217;ve chased them, but I&#8217;ve never seen one like this. It freaked me out.&#8221;</p>
<p>&#8220;Fortunately, we have not had any fatalities or serious injuries,&#8221; said Cleburne Mayor Scott Cain.</p>
<p>He declared his city a disaster area just before the county judge did the same thing for Johnson County overnight which automatically begins requests for state and federal assistance.</p>
<p>In all, Mayor Cain said 600 homes suffered some kind of damage and at least two dozen were destroyed by the tornadoes. The widest funnel stretched a half of a mile. Paramedics transported nine people to the hospital with minor injuries, Cain said.</p>
<p>At sunrise, first responders will begin a house-to-house search in the hardest hit area to make sure no one is trapped or injured. Mayor Cain said City Hall suffered wind and water damage,  including some minor issues in the city council chambers, during the severe weather</p>
<p>Cleburne ISD canceled classes on Thursday as it assesses damage, too. Gerard Elementary and Smith Middle schools have missing roofs and water damage in some areas, Mayor Cain said. A dusk to dawn curfew will be in effect starting Thursday night.</p>
<p>The mayor said Oncor hoped to restore power to affected homes by Friday.</p>
<p>Darrin Vasquez lost part of the roof on the duplex his family rents on Hyde Park Blvd. near Country Club Rd.</p>
<p>&#8220;I didn&#8217;t think it hit so I went back outside and saw stuff flying by and said &#8216;It&#8217;s here! Let&#8217;s go!&#8217;&#8221; Vasquez recollected.</p>
<p>He dragged a queen-sized mattress into an interior bathroom where Vasquez, his son and 18-month-old grandson all sheltered.</p>
<p>&#8220;It was just very loud and very violent,&#8221; Vasquez added.</p>
<p>Nadine Jones, 77, lived on Nolan River and said she knew she was in mortal danger. Bill Jones, her husband of 57 years held onto her in the hallway as the roof collapsed and windows exploded into flying knives.</p>
<p>&#8220;It blew me down, I thought I was going to die,&#8221; she said. &#8220;We prayed, we prayed for the babies next door.&#8221;</p>
<p>With a hole ripped open in his roof, rain poured into his attic causing the ceiling collapse inside his home. Trees block streets, shingles and roof decking litter them as well. A dishwasher sat on a sidewalk along Hyde Park Blvd near Murry Dr. A few blocks south a doghouse had been blown into a fence.</p>
<p>News 8 counted roofs gone on at least a dozen houses overnight. As the sun rises, the damage will become clearer.</p>
<p>One vehicle sits overturned next to a house.</p>
<p>At midnight, sounds of chainsaws were heard as lightning flashed and thunder still rumbled. The city began moving debris out of the way to allow access through the hardest hit streets.</p>
<p>Mayor Cain said police will be checking IDs in the hardest hit areas and only allow in residents on Thursday rather than sightseers.<br />

<p>Fano says three teams will be deployed to the areas impacted; they leave at 8:30 a.m. Usually, investigators try to determine whether damage was tornadic or caused by straight-line winds. But this time, says Fano, “It’ll be more cut-and-dried.” They’ll also measure the strength of the tornadoes, in part by looking at the damage as well as the structural integrity of what was impacted.</p>

<p>Our Tom Fox caught the back of the tornado-producing storm as it passed State Highway 67 west of Cleburne Wednesday night.</p>
<p>Investigators will also look at the path of the damage left in the storms’ wake: “how wide it is, how long the tornado was on the ground, did it lift and come back down. And they’ll talk with emergency officials and eyewitnesses.”</p>
<p>A report, Fano says, will be issued at 3 p.m. today.</p>
<p>Wednesday afternoon, forecasters weren’t predicting tornadoes: When the severe thunderstorm warning was issued for much of North Texas at 3:30 p.m. yesterday, a NWS meteorologist said it would be “too cool” for tornadic activity. The prediction was for spotty but heavy storms with a chance of hail that could grow to the size of golf balls.</p>
<p>Fano says the tornado that sprang up in Montague County two hours later wasn’t much of a surprise: Forecasters had warned of severe weather to the northwest of Dallas-Fort Worth, where it was much warmer than it had been closer to Dallas-Fort Worth, which had just seen some heavy rain.</p>
<p>Says Fano, the ingredients were in place for strong storms, but the turning point came when a trough of low pressure north and west stretching from Oklahoma to Abilene strengthened during the late afternoon and early evening hours dropped further south than initially expected.</p>
<p>“The surface winds became a lot more southeasterly,” says Fano, “and then you had winds from the west higher up. As you get closer to the surface they’re turning counterclockwise. When you hear us talk about low-level wind shear, that’s what we’re talking about — and that’s an important ingredient in creating a tornado. That was the key factor in this transitioning from more of a hail and straight-line threat to multiple supercell storms with tornadoes.”</p>
<p>There was one other factor: The NWS had initially anticipated North Texas would get more rain Wednesday morning, which would have stabilized the air in advance of the sinking trough. But that didn’t happen: Most folks saw nothing — maybe a sprinkle or two.</p>
<p>“And that also changed our thinking,” says Fano. “When it comes to surface observations, we don’t have a dense enough network to see these things evolve as quickly as we’d like to. The computer models can’t resolve it. Us doing analysis hour by hour, only then it become apparent we’re transitioning. Sever weather can change modes just like that — and it does often.”</p>

<h1>At least 6 killed, dozens hurt in Granbury tornadoes as storms strike North Texas</h1>
<p>A massive cleanup and recovery effort got under way this morning in Granbury, where at least six people were killed and dozens injured by three tornadoes, at least one of which was likely an EF-4 with sustained winds up to 200 mph.</p>
<p>&#8220;Doesn&#8217;t get much worse than that,&#8221; said Hood County Sheriff Roger Deeds, who helped escort a tour of the hard-hit Rancho Brazos subdivision.</p>
<p>Deeds said Thursday morning that all of the dead were adults. Another 37 people were injured, with about 100 homes flattened, damaged or destroyed. Separate tornadoes and strong winds near Ennis and Cleburne destroyed homes, but no one died.</p>
<p>Officials in Granbury fear the number of dead could rise as seven people remain missing as search-and-rescue efforts turned to search and recovery about 10 a.m.</p>
<p>&#8220;We&#8217;re not going to leave any stone unturned,&#8221; Deeds said. &#8220;Everything is running smoothly, and so far there have been no reports of injured first responders.&#8221;</p>
<p>Hood County Commissioner Steve Berry, who also toured the damage, pointed to an empty concrete square, the only thing left of the home the storm leveled.</p>
<p>&#8220;Where do you hide if you&#8217;re living here,&#8221; Berry said.</p>
<p>The storms produced baseball-size hail, powerful winds and heavy rain and a fierce tornado that tore through neighborhoods, reducing blocks to rubble and choking the streets with debris.</p>
<p>The National Weather Service said this morning that the tornado was likely an EF-4, one step below the highest designation on the open-ended Fujita scale, with sustained winds between 166 and 200 mph.</p>
<p>The sheriff said the area was hit by as many three tornadoes, though weather service surveyors won&#8217;t be able to confirm that until later.</p>
<p>&#8220;It&#8217;s definitely a nightmare,&#8221; Deeds said. &#8220;We knew it was going to be a tough night in Hood County.&#8221;</p>
<p>Meanwhile, Granbury High School asked many of its seniors to volunteer at ground zero. The students hoped to serve food at a shelter, while others wanted to foster any of the stray dogs or cats that are roaming Rancho Brazos.</p>
<p>Adults showed up by the truckload, offering trailers to haul away debris and two hands to help families clean up their lives scattered around their subdivision.</p>
<p>&#8220;I saw the news this morning, and I was just blown away,&#8221; said Mark Stevens, a contractor from nearby Stephenville. &#8220;We all just want to do what we can.&#8221;</p>
<p>About an hour after the deadly Granbury tornado, a mile-wide tornado was reported on the ground around Cleburne in Johnson County. Heavy damage was reported in a subdivision about three miles southwest of town &#8212; but no one was killed or seriously hurt.</p>
<p>Cleburne Mayor Scott Cain said seven people suffered minor injuries. Dozens of homes were likely damaged, and the area was declared a local disaster, he said.</p>
<p>Power lines were down along several major streets, and police blocked off some of them with cones and barriers. With many residents without electricity and school canceled, neighbors pushed strollers, walked dogs and rode bikes to check on one another.</p>
<p>Most of the tornado damage was concentrated in the southwest corner, near an elementary school and middle school. Lawns were scattered with clumps of insulation, roof shingles and tree branches. School was canceled for all of Cleburne ISD, and classes at two heavily damaged schools &#8212; Gerard Elementary and Lowell Smith Middle &#8212; may have to be held elsewhere in the coming days.</p>
<p>Allison Hunsicker&#8217;s home, across the street from the middle school, was among the hardest hit, with its walls collapsed and roof torn off. Her water-damaged home is littered with her possessions.</p>
<p>She said she&#8217;s been trying to salvage what she can and call insurance, but the phone line has been busy.</p>
<p>Hunsicker, her 10-year-old son Dillion and her dog hid from the storm in the bathroom. They were trapped by the collapsed walls and after the tornado, her older son came to the home and had to kick his way in.</p>
<p>&#8220;I was just praying we wouldn&#8217;t die,&#8221; she said.</p>
<p>&#8220;The only thing that&#8217;s still up is my living room wall,&#8221; she said. &#8220;It&#8217;s covered with crosses. And it&#8217;s still there.&#8221;</p>
<p>In the ruins of one Cleburne neighborhood, a family roamed a street with a chainsaw and gas can as neighbors crowded around uprooted trees, which lay across every other lawn. Children played on a flattened fence, using it as a slide.</p>
<p>Plastic garbage bins lay ripped in half around the Gerard Elementary playground. An Oncor worked stopped her car in front of a barricade of downed power lines that criss-crossed and blocked a street leading to several demolished homes.</p>
<p>In Granbury, about 40 miles southwest of Fort Worth, crews worked through the severe weather to reach people. Deeds said there were some breakdowns in communication at first because so many emergency crews were racing to the most-damaged areas to search houses.</p>
<p>&#8220;But they were taking care of business and taking care of the citizens,&#8221; he said.</p>
<p>At an emergency shelter set up by the American Red Cross at First Christian Church, about 20 people woke up in beds that were not their own. Volunteer Jeff Watson said the extent of the damage to the families&#8217; homes was still unclear. After breakfast, volunteers will conduct interviews to determine what other services the relief organization should be offering in the coming hours and days.</p>
<p>Many residents quickly left the area after the storm to stay with friends or relatives, so it was difficult to know where everyone went, the sheriff said. Those from the damaged areas were encouraged to register at the Red Cross’ Safe &amp; Well program so officials and families would know who was all right.</p>
<p>The storms rolled in from Erath County around 6:30 p.m., and the weather strengthened over the next hour. A tornado warning and phone emergency notification system went out and the tornadoes hit about 10 minutes later, Reeds said.</p>
<p>Dozens of ambulances and other emergency responders had mobilized, with agencies from many cities standing by to help. Firefighters and police officers were going home to home in search of casualties. Much of the area was without power.</p>
<p>Many of the injured were being treated at Lake Granbury Medical Center, Granbury City Manager Wayne McKethan said. Medstar officials said its crews had taken 17 people to Fort Worth hospitals.</p>
<p>Dixie Lee  Hedgecock, a spokeswoman at Lake Granbury Medical Center, said the hospital has treated about 40 patients.</p>
<p>&#8220;Injuries were minor to serious,&#8221; Hedgecock said. &#8220;Some have been treated and released already. We have abrasions, lacerations, contusions and fractures.&#8221;</p>
<p>Another unspecified number of people with more serious injuries were transferred to Fort Worth. There were also less injured patients who were taken on a bus to other facilities.</p>
<p>At least 10 tornadoes were reported Wednesday, although meteorologists noted that some may only have been on the ground for moments.</p>
<p>In Ennis, a tornado struck downtown shortly after midnight. About 40 commercial buildings and another 25 homes were damaged, and one person suffered a minor injury, said Steve Howerton, Ennis&#8217; city manager.</p>
<p>Several buildings in the Ennis downtown historic had damage to the roofs and other areas, he said. About 25 percent of the city is without power.</p>
<p>Tornadoes also were reported in Montague, Parker and Wise counties. A tornado hit the Parker County town of Millsap, about 40 miles west of Fort Worth. Parker County Judge Mark Kelley said roof damage was reported to several houses and a barn was destroyed, but no injuries were reported.</p>

In part 1, we described the depth of the roof problem and the structural difficulties within the insurance industry that make solving it both really hard and critically important.  Part 2,detailed a four-step path that the most adept carriers have followed to solve the roof problem.  And in this final part, we discuss the two types of problems that many carriers have seen with their roof problem solutions, as well as the current approaches to addressing these new problems in detail, highlighting key takeaways. <h1>Evolution of the Roof Risk Part 3: Fixing the Solution</h1>

<p><i>Insured thunderstorm losses are much higher than they have ever been, and there is no sign that they will return to lower levels any time soon.  Moreover, the current state of the insurance industry—from the focus on heavy marketing to standard replacement cost coverage on roofs—exacerbates these losses, creating a real “roof problem”.  </i></p>
<p><i>We conducted over 100 hours of interviews to identify the best practices to solving the roof problem, which we detail in a white paper and in this three-part series for Claims Journal.</i></p>
<p><i>In part 1, we described the depth of the roof problem and the structural difficulties within the insurance industry that make solving it both really hard and critically important.  Part 2,</i><i><i>detailed a four-step path that the most adept carriers have followed to solve the roof problem</i>.  And in this final part, we discuss the two types of problems that many carriers have seen with their roof problem solutions, as well as the current approaches to addressing these new problems in detail, highlighting key takeaways.</i></p>
<h5>The Problem with the Solutions</h5>
<p>The most insightful interviews we conducted identified two different categories of issues with the above strategies that threaten their viability as ways to solve the roof problem: ACV-specific problems and data validation problems.</p>
<p>The main concerns we heard about offering ACV coverage on the roof revolve around customer satisfaction and verifying roof repairs.  The customer satisfaction issue—made more important due to the static nature of the homeowners’ insurance market—is that customers will not properly understand that they may have to pay significant amounts of money out of pocket to properly repair their roof after damage.  Given the aging housing (and roof) stock in the U.S., a very likely scenario is that a customer will need $10,000 for a new roof, but will only get $4,000 from her carrier after depreciation and deductible.  Most consumers may not know what “ACV” is, and some interviewees were concerned that insurance agents may not be explaining it properly to their customers.</p>
<p>The second concern we heard about ACV coverage was a concern that where the cost of a repaired roof significantly exceeded the loss payment, customers would “take the money and run” and leave the roof unrepaired—or partially repaired by an unlicensed contractor (“Uncle Bob”).  This problem is made worse by the storm chasers, who will have even less incentive to do any significant repairs on the roof with a partial payment.  There is a potential for ACV coverage on roofs to open carriers up to significant future risk by insuring roofs that are damaged, where future events may compromise the roof and significantly damage the rest of the structure and the contents.</p>

<p>The other category of problems with the above solutions is data validation: When a carrier is underwriting and/or rating on roof characteristics, the underwriters need to be able to verify that a particular claimed roof characteristic is in fact the accurate roof characteristic.  We heard from our interviews that 60 percent of Florida’s wind mitigation credits were unwarranted.  This problem is compounded by the fact that homeowners do not provide reliably accurate information, and that agents are very good at figuring out which carriers are lax on validation and how to get questionable roofs through validation.  For example, we heard from several agents who talked about which carriers “blocked” certain zip codes, certain ages of home and certain roof ages.  This means that an underwriting policy that carriers put in place to address 90 percent of current roof problems may end up only addressing 30 percent of future problems as agents find that 10 percent hole and make it much bigger.</p>
<p><i>Key Takeaway: ACV is not a panacea and verifying that roof repairs are done properly is essential.</i></p>
<h5>Fixing the Solution</h5>
<p>We heard about a variety of current and planned fixes to the ACV and validation problems mentioned above.  The most agile carriers we spoke with saw the current and future of the roof problem as an iterative process, where the problems get smaller and smaller as carriers are able to target issues with more granularity and with better data.</p>
<p>On the ACV front, forward-leaning carriers are tackling potential customer satisfaction issues by focusing more on “soft skills” training for agents, inspectors, and adjusters. These soft skills are especially critical with the fine-grained and nuanced ACV determinations that are being made about the roof.  Some carriers are also monitoring or validating repairs with inspections, imagery, and/or building permits in order to eliminate the “take the money and run” problem.  And every carrier we spoke to that has been successful in beginning to solve the roof problem also emphasizes the importance of the claims department working closely with underwriting.</p>
<p>Many of our innovative interviewees believe that the future of data validation lies in expanding the “inspection strategy” to an overall “data validation strategy,” where, depending upon the data point, location of the property, coverage details, and other factors, either a specific type of inspection is ordered, or a particular data source is consulted.  Additionally, some carriers see a role for adjusters in this data validation strategy, providing data from the field.</p>
